ECS Joins Legacy Utility Group to Strengthen Hydrovac Services Across the Central U.S.
ECS is now part of Legacy Utility Group.
This decision wasn’t about selling for the sake of selling; it was about finding the right long-term partner.
Over the past decade, ECS has grown steadily across Kansas, Oklahoma, and Texas by focusing on safety, accountability, and customer care. As the company expanded, so did the responsibilities of running a growing business.
Private equity was not the right fit. ECS leadership wanted a partner that understands construction from the inside, one that shares the belief that good companies are built by taking care of people, doing the work right, and thinking long term.
After several years of building a relationship, it became clear that Legacy was aligned with those values. Legacy is an employee-owned (ESOP) company, which reinforces the same philosophy ECS has operated under from the start: when the people doing the work have ownership in the outcome, customers benefit.
What This Means for Customers
ECS will continue operating locally in Kansas, Oklahoma, and Texas with the same leadership and field crews.

What improves:
- Additional service lines rolling out, including jetting, CCTV, and CIPP
- Expanded equipment and fleet growth (already underway)
- Greater ability to help our local municipalities and counties
- Deeper industry relationships with stronger vendor and specialist support
Legacy will support ECS with back-office functions, including HR, IT, accounting, and marketing. This allows ECS leadership to focus on operations, customer relationships, and growth.
